Purpose
To notify exporters that new health certification must accompany dairy products arriving in Japan on or after 1 November 2017.
Summary of key points
Certification has been negotiated with Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) for bovine milk products.
The department will begin issuing the new certification from 6 October 2017.
The following products must be accompanied by the identified certification to be acceptable for import into Japan.
- Dairy products for human consumption must be accompanied by the ZD035 certificate with endorsement 5319. For natural cheese, cream cheese, butter and dried milk powder and processed cheese, exporters may alternatively use an endorsement from the list indicated in this advice (see below).
- Dairy products for consumption by cloven hoofed animals (i.e. purpose is for stock food) must be accompanied by the ZD015 certificate with endorsement 5320 or 3903.
- Dairy products for consumption by non-cloven hoofed animals (i.e. purpose is for pet food) must be accompanied by the ZD015 certificate with endorsement 5321 or 3660.
- Dairy products for medical and technical use must be accompanied by the ZD001 certificate with endorsement 5324.
- The Manual of Importing Country Requirements (MICoR) will be updated shortly.
Dairy products for human consumption
Dairy products for human consumption must be accompanied by the ZD035 certificate with endorsement 5319. For natural cheese, cream cheese, butter and dried milk powder and processed cheese which do not have to be accompanied by the 5319 endorsement, and may instead be accompanied by an appropriate endorsement from the list below:
- Endorsement 459 (Natural cheese inhibitory substances statement)
- Endorsement 398 (Natural Cheese radioactivity and inhibitory substances statements)
- Endorsement 450 (Cream cheese)
- Endorsement 460 (Butter and dried milk powder school lunch statement)
- Endorsement 399 (Butter and dried milk powder radioactivity and school lunch statements)
- Endorsement 3019 (Processed cheese)
NB: Endorsement 5319 may be used for fruit cheese, cheddar cheese, romano cheese and parmesan cheese which contains inhibitory substances.
Background
Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) notified trading partners of new animal health requirements including new certification requirements through the World Trade Organisation (G/SPS/JPN/471). The department has negotiated agreed animal health certification with MAFF.
