Purpose
To notify manufacturers/exporters that India now requires a health certificate ZD035 with attestation 3898 for imports of all dairy based products, including those normally considered by the Department of Agriculture and Water Resources as ‘dairy-by-definition’ or non-prescribed goods.
Summary of key points
- Effective immediately, exports to India of ice cream, ice cream mixes, dairy products made from non-bovine milk (goat, sheep) and other dairy based products normally considered ‘dairy-by-definition’ or non-prescribed goods must be accompanied by a ZD035 health certificate with attestation 3898.
- The Manual of Importing Country Requirements (MICoR) will be updated to reflect the changes.
Change to certification
Exporters are to use a ZD035 certificate with attestation 3898 when exporting ‘dairy-by-definition’ products to India.
Background
The department successfully negotiated a health certificate (ZD035 with attestation 3898) for dairy product exports to India in 2009 and reconfirmed acceptance of this certificate in 2011. The certificate reflected requirements published on the website of India’s Department of Animal Husbandry, Dairying and Fisheries. This health certificate was issued for exports of prescribed dairy products, whereas products such as ice creams, ice cream mixes and non-bovine dairy products were exported with a Certificate as to Condition (EX188) which is a standard certificate for non-prescribed goods.
Indian port authorities were accepting the Certificates as to Condition (EX188) until early 2017 when they started detaining Australian shipments covered by EX188. The Indian government subsequently confirmed that a health certificate ZD035 with attestation 3898 was required for all dairy-based products.
