Further to Market Access Advice 2016-33, the Department of Agriculture and Water Resources provides the following information to clarify the Republic of Korea’s (Korea’s) registration process for new establishments seeking to export non-designated livestock products for human consumption to Korea.
A definition of livestock products (designated and non-designated) is included in Attachment 1, and a list of livestock products eligible to be exported to Korea is provided at Attachment 2.
Following the enforcement of Korea’s Special Act on Imported Food Safety Management (the Act) on 4 August 2016, all establishments exporting ‘livestock products’ for human consumption to Korea must be listed with Korea’s Ministry of Food and Drug Safety (MFDS). This includes establishments where livestock animals are slaughtered and/or where livestock products are manufactured, processed and/or stored (cold storage only) before being exported to Korea.
Products exported to Korea from establishments that are not registered with MFDS will not be permitted entry at the border. Exporters that send product without registration do so at commercial risk.
The department is working with Korea to facilitate registration for all establishments seeking new listing for export of livestock products to Korea.
Establishments with a history of trade in non-designated livestock products
Korea has advised that establishments with a history of trade prior to 4 February 2016 in non-designated products are permitted automatic registration. The department has been working with MFDS to ensure listing of these establishments; however, Korea has rejected several dairy establishments that the department has recommended for listing. Although the department continues to work with Korean authorities to resolve this issue, those establishments with a history of trade that have not been listed are encouraged to submit an application as a new establishment.
For establishments producing meat and meat products including chilled meats, registration and certification arrangements remains unchanged.
Process for new establishment registration with Korea
Establishments producing meat and meat products (except processed meats)
Registrations for new establishments producing meat and meat products remains unchanged and will continue to be managed by the department.
Establishments producing whole eggs
Registrations for new establishments producing whole eggs must follow the process for registration outlined below for non-designated livestock products.
Establishment producing non-designated livestock such as processed meat and eggs, and dairy products (Category 2)
MFDS has advised that new establishments seeking to export non-designated livestock products must submit a formal registration application through the department. Establishment registration applications must contain the following documents:
- application for registration of foreign establishment (Attachment 3)
Note: the application form requires all exporters to agree to permit MFDS to visit and inspect their establishment. - documentation which verifies regular management and supervision of the establishment by the department (i.e. copy of audit report/s) OR an inspection checklist completed by the department according to inspection standards notified by the Minister of MFDS
- certificate of registration to export (includes the establishment number) issued by the department.
- copy of Hazard Analysis Critical Control Point (HACCP) document including the work process chart indicating critical control points.
Completed applications should be directed to the department’s Dairy Egg and Fish Program for submission to Korea (contact Dairy Eggs Fish).
MFDS has advised that, as part of the approval process, establishments may be subject to an on-site audit by Korean authorities; however, any audits will be coordinated through the department.
Certification for certain non-designated livestock products
Egg and egg products
The department is currently in negotiation with MFDS to develop mutually agreed export certificates for whole eggs and processed egg products.
The department encourages prospective exporters of egg and egg products to Korea to submit registration applications to Korea, as current advice indicates that registration may be a lengthy process. Concurrently, the department will be working to achieve mutually agreed export certification and access for processed egg products.
Dairy and dairy products
Revised export certification for dairy and dairy products is currently being negotiated; however, exporters may use currently agreed export certificates until new certification is finalised (refer to the Manual of Importing Country Requirements (MICoR) for information on the current certification). The department will provide further information as it becomes available.

Attachment 1
The Act provides the following definitions for livestock products (designated and non-designated livestock products):
1. Designated livestock products (Category 1)
The following products derived from livestock species (cattle, horses, donkeys, mules, sheep (including goats), swine, deer, chickens, ducks, turkeys, geese, dogs, rabbits, honeybees and other animals prescribed under presidential decree) are considered designated livestock products;
- animals and their carcases;
- products taken from animals, such as bones, flesh, skin, eggs, hair, hooves and horns, and their containers and packaging.
2. Non-designated livestock products (Catagory2)
These products are derived from livestock; however, are not required to be designated for quarantine. Examples of these products include processed meats (sausages, meat extracts, dried meat, etc.) packaged meat and hams, edible tallow, dairy products (milk, cheese, butter, cream etc.) and processed egg products.
Establishments where this advice does NOT apply
This advice does not apply to:
- establishments that are only involved in export of product NOT for human consumption

As no trade records have been identified for Australian processed egg products exported to Korea, processed egg products are not permitted to be exported to Korea. Exporters are encouraged to contact the department at Exports should there be historical trade in any of these products.
**The department understands that there is history of trade in non-fat milk, processed milk and ice-cream mix products and is currently working with MFDS to ensure these products are approved for export to Korea.
