It is a requirement of each Victorian Regional Forest Agreement (RFA) that its performance is reviewed every five years to provide an assessment of progress made, and includes:
- the extent to which milestones and obligations have been met, including the management of the National Estate
- the results of monitoring the sustainability indicators; and
- the invitation of public comments on the performance of the RFAs.
Scoping Agreement
The third five-yearly review of the Victorian RFAs formally commenced in May 2016 with the signing of the Scoping Agreement for the third five-yearly review of progress with Implementation of the Victorian Regional Forest Agreements (May 2016). The Scoping Agreement sets out the arrangements agreed by the Victorian and Australian governments for undertaking the review.
The Scoping Agreement provides that the five Victorian RFAs will be reviewed simultaneously. The review covers the period from 1 July 2009 to 30 June 2014.
Progress with Implementation report
In accordance with the Scoping Agreement, the Australian and Victorian governments have prepared a report on Progress with Implementation of the Victorian Regional Forest Agreements (RFAs), Period 3: 2009-2014. The implementation report details the extent to which milestones, obligations and commitments in the Victorian RFAs have been met for the reporting period 2009-2014.
Public comment period
As part of the review process, members of the public had an opportunity to comment on the Progress with Implementation of the Victorian Regional Forest Agreements (RFAs), Period 3: 2009-2014, for an eight-week period, from 6 December 2017 to 29 January 2018.

Independent Reviewer's report
Mr Graham Wilkinson of Tasmania, was appointed to review the progress of performance against the milestones, commitments and obligations of the Victorian RFAs for the period 2009-2014.
Mr Wilkinson provided the Australian and Victorian governments with his report, Independent review of the Report on progress with implementation of the Victorian Regional Forest Agreements: Period 3 – 2009-2014. The report includes consideration of the implementation report, public submissions received during the consultation period and other resources. The independent review was tabled in the Australian Parliament on 18 June 2018.
The Independent Review provided 14 recommendations for the Australian and Victorian governments to consider in the ongoing implementation of the five Victorian RFA’s.

Joint Government Response
The Australian and Victorian governments responded to the Independent Review’s 14 recommendations in Joint Australian and Victorian Government Response to the ‘Independent Review of the Report on Progress with Implementation of the Victorian Regional Forest Agreements (RFAs): Period 3 – 2009-2014’. The report was tabled in the Australian Parliament on 18 June 2018.
