It is a requirement of clause 45 of the Tasmanian Regional Forest Agreement (RFA) that a review of its implementation is undertaken every five years.
The purpose of the review is to assess progress against the milestones and commitments in the Tasmanian RFA, for the reporting period 2007-2012.
Scoping Agreement
The Tasmanian RFA third five-yearly review formally commenced in April 2015 with the signing of the Scoping Agreement by Senator the Hon. Richard Colbeck and the Hon. Paul Harriss MP. The Scoping Agreement sets out the arrangements agreed by the Tasmanian and Australian governments for undertaking the review.
Implementation Report
In accordance with the Scoping Agreement, a report on progress in implementing the Tasmanian RFA was prepared by the Tasmanian and Australian governments, the Implementation of the Tasmanian Regional Forest Agreement 2007-2012 PDF report. The implementation report details the extent to which milestones and commitments in the Tasmanian RFA have been met for the reporting period 2007-2012.
As required by Clause 45 of the Tasmanian RFA, the reviewer took account of the State of the Forests Tasmania 2012 PDF report published by the Tasmanian Forest Practices Authority.
Noting the breadth of the Implementation Report for this review period, the Tasmanian and Australian governments prepared a Summary Document PDF . The summary document provides information about the Tasmanian RFA, the review process and a summary of the Australian and Tasmanian governments’ progress in implementing the Tasmanian RFA.
Public comments period
As part of the review process, members of the public had an opportunity to comment on the Implementation of the Tasmanian Regional Forest Agreement 2007-2012 PDF report, for an eight week period, from 17 April to 12 June 2015.
The Tasmanian Department of State Growth received 28 submissions during the public comments period, of which 25 submissions are publicly available and published on the Tasmanian Department of State Growth’s website.
Independent Reviewer’s report
An Independent Reviewer, Dr Glen Kile AM FTSE, was appointed to review the Implementation of the Tasmanian Regional Forest Agreement 2007-2012 report, as well as the 28 submissions received during the public comments period. The Independent Reviewer’s report was tabled in the Parliament of Australia on 2 December 2015.
The Independent Reviewer provided 16 recommendations to the Australian and Tasmanian governments.Joint Government Response
The Tasmanian and Australian governments responded to the Independent Reviewer’s 16 recommendations in a Joint Australian and Tasmanian Government Response to the Review of Implementation of the Tasmanian Regional Forest Agreement for the Period 2007-2012. The report was tabled in the House of Representatives and the Senate of the Parliament of Australia on 12 September 2016.
The release of the Joint Government Response formally concludes the review process.

The outcomes of this review, including submissions from stakeholders, and the Joint Government Response are key inputs to the process for extending the Tasmanian RFA PDF .
