It is a requirement of clause 45 of the Tasmanian Regional Forest Agreement (RFA) that a review of its implementation is undertaken every five years. The purpose of the review is to assess performance against the milestones and commitments in the Tasmanian RFA.
Scoping Agreement
The Tasmanian RFA first five-yearly review formally commenced in July 2001 with the signing of the Scoping Agreement. The Scoping Agreement set out the arrangements agreed by the Tasmanian and Australian governments for undertaking the review.

Background Report
The Tasmanian Resource Development and Planning Commission (RPDC) was appointed to conduct the first five-yearly review of the Tasmanian RFA. In accordance with the Scoping Agreement, the RPDC developed a Background Report which included: the Tasmanian RFA, the Scoping Agreement, the Report on the Implementation of the Tasmanian Regional Forest Agreement 1997 – 2002, and the Sustainability Indicators for Tasmanian Forests 1996-2001 report.

Final Recommendations Report
In its Final Recommendations Report, the RPDC considered the Australian and Tasmanian Governments had made substantial progress in implementing the RFA. However, the RPDC made 30 recommendations, to ensure continued progress and improvement, where needed, in implementation of the Tasmanian RFA.

Joint Government response
On 13 May 2005, the Prime Minister and Tasmanian Premier signed a Supplementary Tasmanian RFA. The Supplementary Agreement represents a full and final response on behalf of both the governments to the Final Recommendations Report.
The governments’ commitment to address the recommendations of the review is set out in Clauses 3 to 5 of the Supplementary Agreement. The Tasmanian Government has already implemented or made substantial progress on many of the recommendations, for example the improvements to the Forest Practices System. This Agreement directly addresses other key recommendations such as the review of the Permanent Forest Estate Policy and industry development.
The Supplementary Agreement concluded the first five-yearly review of the Tasmanian RFA.
