Western Australian Regional Forest Agreement third five-yearly review

​It is a requirement of clause 36 of the Regional Forest Agreement for the South-West Forest Region of Western Australia (Western Australian RFA) that a review of its implementation is undertaken every five years.

The purpose of the third five-yearly review is to assess progress against the milestones and commitments in the Western Australian RFA for the third five-year period of its operation (2009– 2014).

Scoping Agreement

The Western Australian RFA third five-yearly review formally commenced in January 2016 with the signing of the Scoping Agreement by Senator the Hon. Anne Ruston, Australian Government Assistant Minister for Agriculture and Water Resources and the Hon. Albert Jacob MLA, Western Australian Minister for Environment; Heritage.

The Scoping Agreement sets out the arrangements agreed by the Western Australian and Australian governments for undertaking the third five-yearly review.

Implementation report

In accordance with the Scoping Agreement, a report on progress in implementing the Western Australian RFA was prepared by the Western Australian and Australian governments.

The implementation report details the:

  • extent to which milestones, obligations and commitments in the Western Australian RFA have been met for the reporting period 2009–2014
  • action taken in response to the independent reviewer’s report of the combined first and second five-yearly periods.

Public consultation period

Stakeholders and members of the community had the opportunity to comment on the implementation report for an eight-week public consultation period which commenced on 15 November 2016 and closed on 13 January 2017. Submissions were sought on both the implementation report and the future implementation and potential extension of the Western Australian RFA.

At the end of the public comment period, 12 submissions were received. The call for public submissions (made through public notice in newspapers, invitation letters to organisations and the then WA Department of Parks and Wildlife website) indicated that by tendering a submission, permission was granted to make it publicly available on this website.

Where applicable in order to promote equitable access to the public submissions, they may have been re-formatted to allow electronic screen readers to view the submission. This may have resulted in changes to the appearance of some submissions. Submissions received by the WA Department of Parks and Wildlife were provided in their original format to the independent reviewer as part of the third five-yearly review.

Independent Reviewer's report

Mr Graham Wilkinson of Tasmania, was appointed to review the progress of performance against the milestones, commitments and obligations of the Western Australian RFA for the period 2009 – 2014.

In May 2017, Mr Wilkinson provided the Australian and Western Australian governments with his report, Review of the Implementation of the Regional Forest Agreement for the South-West Forest Region of Western Australia for the Period 2009 – 2014. The report includes consideration of the implementation report, public submissions received during the consultation period and other resources.

The independent review was tabled in the Australian Parliament on 8 August 2017.
Mr Wilkinson provided 17 recommendations to the Australian and Western Australian governments to consider in their ongoing implementation of the Western Australian RFA.

Joint Government Response

The Australian and Western Australian governments responded to the Independent Reviewer’s 17 recommendations in a Joint Australian and Western Australian Government Response to the Review of the Implementation of the Regional Forest Agreement for the South-West Forest Region of Western Australia for the Third Five-Year Period (2009 – 2014). The report was tabled in the Parliament of Australia on 19 February 2019.

The release of the Joint Government Response formally concludes the review process.
