​Fees and charges for live animal export activities relating to horses, reproductive material and other non-livestock animals will change under the department’s new cost recovery arrangements, from 1 December 2015. Overview

The department has redesigned its cost recovery arrangements with new fees and levies coming into effect on 1 December 2015. This fact sheet has been developed to provide you with an overview of the key changes to charges relating to non-livestock live animal exports. This document should be read in conjunction with the department’s Charging Guidelines and the Live Animal Exports Cost Recovery Implementation Statement (CRIS).

Key changes

Inspection and audit fees

All non-livestock and reproductive material exporters will be subject to standard inspection fees of $54 per quarter hour and audit fees of $43 per quarter hour as required. Where there is a request for an additional inspection to take place (inspections that are not mandatory for the department to undertake), a higher rate of $71 per quarter hour will apply. In circumstances where there is a need for a specialist auditor (e.g. veterinarian) to undertake an audit, a higher rate of $103 per quarter hour will apply.

There will be no separate travel charges as the cost of travel has been incorporated into inspection and audit fees.

Certificate charges

Document administration and processing charges will no longer be time based. Exporters will be charged $190 for each export permit issued and $60 for each health certificate issued.

A replacement charge of $500 per replacement document will apply where an exporter requests a replacement for any reason.

Overtime

Overtime changes have been standardised for activities undertaken outside of the department’s standard span of hours, which are weekdays between 6:30am and 6:30pm. All activities undertaken outside of the department standard span of hours will incur the relevant fee for service charge in addition to overtime charges (see Table 4).
