The department has decided to take the proposed
Department of Agriculture and Water Resources Enterprise Agreement 2016 - 2019 (the proposed Agreement) to a ballot of employees. The proposed Agreement covers all departmental employees, other than Senior Executive Service employees and APS Meat Inspection classified employees.
The Fair Work Act 2009 requires that, before a ballot can commence, employees must have access to the proposed Agreement and an explanation of what has changed from the current Enterprise Agreement. To facilitate access, the proposed Agreement, a table comparing the current Agreement with the proposed Agreement and a summary of Key Changes is provided. All employees are encouraged to read the information on the proposed agreement.
The employee access period commences on Tuesday, 8 November 2016 and closes on Monday,
14 November 2016.
The online ballot opens at 9:00 am (AEDT) on Tuesday, 15 November 2016 and closes at 8:00 pm (AEDT) on Friday, 18 November 2016.

Key change amendments since the March 2016 ballot
- Proposed restrictions to half pay personal leave discontinued. You may continue to choose to take personal leave at half pay (including for carers leave).
- Recreation leave at half pay minimum of one week at half pay or a whole shift cycle for shift workers continues but now includes the flexibility to take shorter periods with manager approval.
Changes made to the proposed EA document for clarity since the March 2016 ballot
Clause 9 Consultative Committees- Clause 9.2 has been amended as follows:
9.2 The consultative committees will consist of management and employee representatives and will operate under agreed terms of reference.
Clause 25 Travel- New clause 25.1 (c) added:
(c) The daily travel allowance rates will be reviewed periodically and amended in accordance with the relevant subscription service.
Clause 27 Remote locality conditions- New clause 27.5 (e) to District allowance and new clause 27.7 (d) (iii) to Reimbursement of fares for other purposes- Eligible dependant/s attending school added:
(e) The district allowance rates will be reviewed periodically and amended in accordance with the relevant subscription service.
(iii) The Secretary may approve reimbursement of an additional fare where the dependant/s attend a school which has four terms per school year or where exceptional circumstances exist.
Clause 39.5 Performance does not meet expectations- New clauses 39.5 (f) and (g) added:
(f) You may have a representative present to provide support during meetings held under this Clause.
(g) This Clause does not apply if you are within a period of probation.
Clause 44 War service leave – has been amended to include “defence caused conditions”.

Schedule 2 Transitional arrangements- New clauses (c) and (d) added:
Note: Roles at the APS 5 classification will generally be the entry level for veterinarians with less than 4 years of post- graduate veterinary experience.
(c) Transitioning to the new Veterinarian classification structure at Table 2 of Schedule 1 will occur on promotion or transfer at level following a merit based selection process.
(d) When transitioning, you will be placed on the first pay point which exceeds your current salary, unless a higher pay point is determined in accordance with Clause 30.
